Who is FENSA?
FENSA Limited is a government-authorised company that operates the Competent Person Scheme (CPS) for replacement windows, doors, and roof products.
The purpose of FENSA is to allow approved installers to self-certify compliance with Building Regulations in England, Wales, Scotland, and Jersey. This means that homeowners do not need to seek separate approval from Building Control before work starts.
What is a Competent Person Scheme (CPS)?
A Competent Person Scheme (CPS) is a government-authorised scheme that allows qualified installers to self-certify that their work complies with Building Regulations. It is designed to simplify the process for both homeowners and installers while ensuring work is safe and meets legal standards.
FENSA CPS covers the installation of replacement windows, roof lights, roof windows, and doors in existing dwellings under 18 metres in height in England and Wales.
What is out of scope for FENSA CPS?
The following types of work cannot be self-certified under FENSA:
New conservatories or porches without heating
Newly prepared openings (apertures with structural changes)
Loft conversions or property conversions (e.g., splitting a house into flats)
New builds or extensions
Repairs where the frame is not included
Non-dwelling commercial properties (retail, industrial, schools, medical centres)
Grade I Listed Properties
High-Risk Buildings (any building with more than one dwelling over 7 storeys or 18 metres)
Doors with less than 50% glazed area can also be registered with FENSA, although this is not mandatory.
What are the responsibilities of a FENSA-approved installer?
Installers operating under FENSA CPS have a duty to comply with all aspects of the Building Regulations, not just the core elements of the work they are undertaking.
FENSA also undertakes surveillance of registered businesses, including:
Random inspections of completed installations
Periodic checks to ensure ongoing compliance with Building Regulations and relevant Approved Documents
Who carries out the inspections?
FENSA has contracted RISA (Rushworth Inspection Services and Auditing Limited) to carry out assessments on our behalf.
